The Thirteen Kings are a faction of particulary dangerous people within Hellsalem's Lot. Despite its name, there are also female members as well. This is a list of all known members

Femt 
The self-proclaimed King of Depravity, ruler of Hellsalem's lot, and the ringleader of a powerful crime syndicate operating in the city known as the Thirteen Kings. Known for his sadistic personality and tendency to stir havoc in Hellsalem's lot merely for the sake of excitement. To this end, he's always willing to give his enemies a chance to win though he'll often throw temper tantrums when they do. He is a master scientist, well versed in both Earth science and Beyondian alchemy, and uses his army of monsters to wreak havoc upon Hellsalems Lot. His mastery of science allows him to create new life with astonishing ease and speed.

Aligura 
The Queen of Monomania. She is the one who fused Dog and Deldro in order to create her ideal boyfriend with the power and ruthlessness of the latter and the handsomeness of the former. As her title of monomania implies, when Aligura finds something she wants, she'll devote everything she has to get it without any regard for whatever may stand in her way. As one of the Thirteen Kings, she holds considerable influence over the Beyondian criminal underworld, and is able to survive in the otherworldly conditions of the other side.

Theodora
Theodora, The Queen of Hypersensitivity, considered the hardest of the Thirteen Kings to handle. Theodora is said to reside in the deepest part of Hellsalem's Lot. She possesses such a sensitive nervous system that it is able to detect almost all activity in the city. Through contracts, she is also capable of improving the nervous systems of others to a similar level provided they can handle the stress of it.

The King of Despair 
The King Of Despair, is one of the Thirteen Kings and the main antagonist in the anime's first season. Since the Great Collapse, he shared a body with Black. He is shown to be much more powerful than Black, and more in control of Black's power. He is capable of killing without even a single touch, and is able to move masses of rubble ten times his body size. He was able to go hand to hand with Klaus Von Reinherz, the leader of Libra, and finally defeat him in combat with relative ease.

Unit 9 In Active Raid

Unit 9 is one of the police force in Active Raid anime. The members of this team are: Kyoukai Sama  As a mechanic and operator of Unit 9, he handles decisions. In some cases, He also conducts on-site surveys. Like Kyoukai, they are dispatched from the association, but they do not seem to know each other's names. He is also in charge of narration for Unit 9 commercials. He also uses the pseudonym " Owashi Joe ". Asami Kazari A new member in Unit 8, she was assigned to monitor Unit 8 due to their bad reputation, and possibly to take steps in improving their activities. Like Sena, she is serious and prefers to stick to the law. She operates the Oscar VI Fine Familia. After the Logos incident she becomes the leader of the new Unit 9, and her reputation becomes even worse than Unit 8's. She usually utters English phrases in their conversations. Unit 8 is a police unit that is authorized to use Will Wears and the ACTIVE system. Due to their collateral damage of city infrastructure, Unit 8 has a bad reputation within the police force and public media. While the Japanese title of the anime only refers to them as "Public Mobile Assault Unit Eight", official materials translate their title as "Special Public Security Fifth Division Third Mobile Assault Eighth Unit." The members are: Takeru Kuroki A Lieutenant and one of Unit 8's Willwearers, he operates the Oscar 2 Strike Interceptor.
